GSA reopens Schedule 75

As announced at the end of 2016, the US General Services Administration (GSA) has finally reopened its Multiple Award Schedule (MAS) 75 (commonly known as Schedule 75) for the sale of office supplies to federal government agencies.

Schedule 75 was closed to new suppliers in 2010 as the GSA focused on its strategic sourcing contracts, a move which drew criticism at the time from small business groups. After suggesting for several years that it would look to reopen the Schedule, GSA did so on 16 January, adopting a hybrid contract model that incorporates aspects of the original Schedule 75 and its latest strategic sourcing incarnation OS4 (which replaces the previous OS3 contract).

That means the new Schedule 75 includes three legacy special items numbers (SINs) for office products, restroom products and office services as well as two new SINs for OS4 covering office products and services both in the US and overseas. It is open to businesses of all sizes although GSA said that “a major objective” of the new solution is to increase opportunity for small business participation by at least 5%

“The new MAS 75 and enhanced SIN were designed to leverage the advantages of utilizing the increased competition from OS2 and ensuring the transparency set forth in OS3, to help GSA accomplish its goals and create value,” said GSA Administrator Emily Murphy.

“Increased competition and transparency will help customers and GSA’s industry partners by improving task order-level competition for the federal acquisition community and removing barriers to entry to industry. Ultimately, this means better value and more favorable terms and conditions for customers and more opportunities for small businesses in the government marketplace.”
