Decision time for GSA online procurement solution

The US General Services Administration (GSA) is due to present its plans for the implementation of commercially available online marketplaces for federal government purchasing.

It is a topic that has been generating much interest in US business products circles since Congressman Mac Thornberry introduced his so-called ‘Amazon Bill’ last year as part of the 2018 National Defense Authorization Act.

Now, after a period of consultation with stakeholders that included an industry town hall meeting which took place in January, the GSA is due to present its framework proposals this week.

All eyes will be on what specific role Amazon will play in the GSA marketplace solution and to what extent the proposals will allow for multiple online portals.

There are also a number of other issues that the GSA must address. These include:

  • the number of online marketplaces selected
  • the requirements and qualifications to be considered a viable marketplace for federal procurement
  • to what extent the provider of the online marketplace can also be a reseller on the same marketplace
  • the level of competition between multiple marketplaces
  • who controls the transactional data
  • the transparency of marketplace fees and conditions
  • compliance with federal procurement requirements and regulations
  • how marketplace vendors are vetted and monitored
  • how the commercially available marketplaces will co-exist with existing online solutions and federal supply schedules
  • contractual relationships between the government, the marketplace provider(s) and individual resellers
  • how the marketplace solution will be phased in
